Saudi Arabia has confirmed that holders of all visa categories are permitted to perform Umrah. The Ministry of Hajj and Umrah confirmed the change in an official statement published by the Saudi Press Agency.
The update marks a major shift in access policy and is part of a broader plan to improve religious tourism under Saudi Vision 2030.
According to the Ministry, the policy covers multiple visa types. These include personal visit visas, family visit visas, tourist visas issued electronically, transit or stopover visas, work permits, and other valid entry documents. Visitors entering the Kingdom with any of these visa types are eligible to travel to Makkah and perform Umrah.
Officials said the goal is to streamline procedures, reduce restrictions, and welcome more Muslims from around the world. The Ministry described the move as a step toward expanding the quality and scope of services available to pilgrims. It is also part of a larger effort to improve access, comfort, and convenience for international visitors.
The Ministry also highlighted the use of the Nusuk platform. The Ministry of Hajj and Umrah manages Nusuk as a centralized platform that offers a selection of Umrah packages through approved service providers. The system enables visitors to select services and manage their schedules with more flexibility.
The Ministry stated that the policy change reflects the continued efforts of the Custodian of the Two Holy Mosques and the Crown Prince to provide a safe, orderly, and spiritually enriching environment for all pilgrims.
